The Deputy Minister of Finance David Masondo says the main contributing factor to distressed municipalities is unfunded budgets. He says it’s about time that the leadership at municipal level is held accountable for poor financial management. Masondo was briefing the NCOP on government's interventions to change the current state of local government.
