Dairy NZ says solving water quality issues is a team effort, not something to be imposed solely on farmers.
Chief executive, Tim Mackle, says there's been a sea change in farmers' environmental attitudes in the last decade.
Mackle accepts there are some farms that aren't up to scratch.
He told Mike Hosking most have been doing a lot of work to improve, but other industries and the public need to chip in too.
"We know we are a big part of the issue and we want to be apart of the solution. If we really want to solve New Zealand's water quality issues then we have to take a collective approach to it."
