Imagine a Public Policy which has had a larger impact on the Economy, that any other. And then imagine that Policy has been instituted by State Governors, with almost no debate, or consideration by the State's Legislatures.

I know its hard to believe, but now 9 months into the Crisis caused by the Covid 19 Virus, almost none of the State Legislatures, the place where laws and policies are supposed to be made. Almost none of those legislatures have bothered to hold hearings, research or debate our policy approach to the Pandemic.

It's a mystery to me.
