Phil Schneider claimed to have played a role in the construction of Deep Underground Military Bases (DUMBs) across the United States, and as a result claimed he had been exposed to classified information, as well as having personal experiences with EBEs (Extraterrestrial Biological Entity). Schneider died on January 17, 1996, under mysterious circumstances.
