Minute twenty-three begins with Sheriff Rawlins telling Sam to hold on while he finishes questioning the prison guard. He determines that all the prisoners are dead and no check-points are needed. Sam disagrees and decides to take over the investigation, and Rawlins just says "fine" before the minute ends.
