Todd McConachie teaches at Portland State University's School of Business in Portland. He owns a handgun, and says he's enjoyed target practice for 30 years. He argues there's a distinction between guns that are typically used for hunting and target practice, and those that show up more often in the commission of crimes. He says rather than imposing strict mandates on gun owners, the government could use a system of taxes and registration fees to guide gun ownership.
