This week, Mattie talks to Toni Carter, commissioner of Ramsey County, Minnesota, home to St. Paul. While she's worked on almost every legislative issue possible in her decade as commissioner, she's taken an especially strong interest in young people of color, particularly in how to keep them out of the juvenile justice system. While the stakes for racial equity are especially high in this political climate, she isn't discouraged. "The opportunity for success is great, because the solutions are in our communities," she says.
