According the dictionary of Wikipedia, a concept album is an album whose tracks hold a larger purpose or meaning collectively than they do individually.  Steve’s definition is more along the lines of the Rock Opera, where the songs are connected while telling a story.  On this episode, he lists his personal Top 5 concept albums, along with some honorable mentions.
