Rabeinu tells us that the Divine Presence stands between us humans and G-d. Now, if a person studies Torah for the sake of the Divine Presence, that Torah study ascends all the way up to the Divine Presence and She will be able to lift it up to G-d. And from this Torah study, both spiritual influx ascends to all the upper worlds and physical influx descends down to this world. But if a person studies Torah not completely for the sake of Heaven, then that Torah study has no resting place and is struck by these supernal commanders of law, which bring this Torah study down here to be scattered into the air of the world…

People, through the air of the world, can draw from this Torah study which descended to the world and can either create from it: 1. Dew of Torah (holy lights of Torah) or 2. 39 travails which drag a person down into the worlds folly…
