Rabeinu explains the difference between the mentalities of the Land of Israel and the mentalities of Chutz Laaretz (outside Israel)! He teaches us that the essential difference is specifically when the mentalities outside of Israel blemish G-d’s honor so that they can no longer nourish themselves from the mentalities of Israel.

Rabeinu teaches us that to rectify this blemish in honor is to give charity (highest of all is the charity of the Land of Israel) essentially allowing the Noam Haelyon/Supernal Pleasantness to flow in the appropriate vessel. The charity is that vessel allowing the flames of love, which stems from this Noam, to be drawn into the heart thanks to the charity one gives!

Rabeinu also explains how this charity ends up exalting G-d’s honor, repairing the blemished mentalities of Chutz Laaretz and giving them their long awaited rectification!
