All gifts received by the Government/Public. functionaries irrespective of their prices, must be reported and deposited. immediately in Toshakhana of the Cabinet Division, Government of Pakistan.

However many political leaders and public functionaries misused this by designing a law which just ask for them to pay 10-20% of actual cost and purchase these state gifts. Some were later caught selling these gifts in markets and making huge profits. But all claim that as this was per law so it was all legal. But was it moral too?
