WWI and WWII brought the people of the world many horrible things.  Among those tragedies, France was terrorized through both WWI and WWII by a serial killer.

Take on the World looks that Dr. Satan Marcel Petiot.  Starting during WWI and going on through WWII Dr. Satan's reign of terror went on almost unchecked.  While Paris was distracted by the Nazi occupation, Dr. Satan preyed on the people of France.
