From 1848 to 1854, over 20,000 workers completed a railway in Austria from Glozznitz to Mürzzuschlag. One of the very unusual things about this section of railway was that it wasn't until 1863 that a locomotive was built that could handle the steep and winding track. Yet the track was made because the construction engineers believed there would be a locomotive, even though they had even seen it yet.
