The Dakota Access Pipeline failed to get an easement under the Missouri River from the U.S. Army Corps of Engineers. This whole story has been more about the 19th century than the 21st. But this is a new beginning and an extraordinary opportunity for the state of North Dakota to build a new partnership with tribes and do the right thing.
