Welsh-language schools reportedly relax hiring rules by employing English-only-speaking teachers to address staff shortages, with a Gwynedd councillor telling Cyngor Gwynedd that some schools are “bending the rules” just to keep classes covered when staff are ill or posts can’t be filled. Cllr Dewi Owen said heads and governors are sometimes turning to local, qualified ex-teachers—even if they don’t speak Welsh—because the alternative is simply no teacher at all. The council’s head of education, Gwern ap Rhisiart, backed up the scale of the crisis, warning recruitment and retention problems are hitting standards across rural and urban areas alike, made worse by workload pressures, specialists being asked to teach multiple subjects, and a growing shortage of future school leaders, though he said non-Welsh-speaking recruits are expected to take courses to boost their Welsh and support the language.
