Brian Dugan killed 10 year old Jeanine Nicarico in 1983, and in an effort to collect the reward money, three unrelated men claimed knowledge of the crime. Instead of an reward, they received murder charges, and two of them were sentenced to death as Dupage County officials tried to close the case quickly. This left Brian Dugan free to continue his killing spree for another 2 years, and the innocent men sat on death row for over a decade.
