Why doesn't counseling "work"?

Tonight we take a tour of the opioid pandemic, courtesy of Catholic counselor Gian Milles. It is much worse than you probably realize. And it seems likely that fiddling around with well-meaning quick-fixes WILL NOT solve the problem. Our society is being rusted through from the bottom up and it is time to think radically.
