Rules designed in a society that allowed every state of the former Confederacy moved to disfranchise African Americans by imposing biased reading requirements, stringent property qualifications, or complex poll taxes. Also the mentality of divisive types like Margaret Sanger were quoted "Birth control: to create a race of thoroughbreds" and "More children from the fit, less from the unfit. That is the chief aim of birth control." All one has to do is read a few books that were written by Sanger to see her racist attitude. She advocated giving genetically inferior groups in our population their choice of segregation or sterilization".
