Transport Minister Fikile Mbalula last week offered taxi operators124-thousand rand in exchange for their un-roadworthy vehicles. Mbalula launched the second phase of the Taxi Recapitalization Programme in Elandsfontein south of Johannesburg. The aim of the programme is to get rid of un-roadworthy taxis. The programme was first started by the then Transport Minister Jeff Radebe. To get an understanding on how different this one is from what Radebe launched at the time and also what made that one not work.
