Despite some grumbling from Congress about aspects of President Biden’s handling of the war in Ukraine, lawmakers from both parties are signaling they have his back when it comes to dealing with Russia. Congress easily approved a $13.6 billion aid package for Ukraine last week that includes military and humanitarian support. But there are limits to what Biden is willing to do. For instance, he is standing firm on the position that to give in to President Zelenskyy’s pleas for a no-fly zone — a move the GOP has supported — is not going to happen.
