Unpacking Tax Reform with Andrew Barr

Andrew Barr has been a member of the Australian Capital Territory Legislative Assembly since April 2006, and Chief Minister since December 2014. He is also the Territory's Treasurer.

In 2012, Andrew led the long term taxation reform program for the ACT, through the phased abolition of inefficient transaction taxes (including stamp duty and insurance tax) and a transition to a sustainable and fairer land-tax based revenue system. The ACT is the only Australian jurisdiction to have undertaken such reforms, which were recommended in the 2010 Australia's Future Tax System Review commonly known as the "Henry tax review"

It is great have Andrew along to discuss some of the mechanics and thinking behind Tax Reform and the 'Vertical Fiscal Imbalance' which exists between the State and Territory Jurisdictions and the Commonwealth.
