User Empowerment means providing the users with the
capability to alter the aspects of the services that affect either the
user experience or the outcomes of the services. That can come in form
of pseudo-governance, where users are provided with some limited
decision-making capabilities.

It can also be argued that the
User-Centric approach extended with customization capabilities covering
user experience and the parts of execution about which user can have
material or emotional interests should also be qualified as User
