Discussion with a Native Hawaiian Attorney on the State’s and Counties’ constitutional mandate to promote the development and utilization of Hawaii’s natural beauty and all natural resources in a manner consistent with their conservation and in furtherance of the self-sufficiency of the State for the benefit of present and future generations.  Further, this discussion focuses on specific Native Hawaiian cultural, historical and legal traditions regarding the industrious use and development of these resources.
