In what appears to be an historic decision, a Utah judge has ruled that Amendment D – the ballot question dealing with how citizen initiatives are processed – is “void.” But the question will still appear on the November ballot. The state says it will appeal the decision; county clerks are able to print the ballots in the meantime. How did we get here? And what specific points did the judge make in her ruling?
