The Utah Telecommunication Open Infrastructure Agency (UTOPIA) reported continued subscriber growth and rising annual payments to Perry City last week, but councilmembers questioned whether those gains translate into meaningful financial progress as the city continues to carry long-term debt tied to the system. UTOPIA, a consortium of cities formed in 2004, operates an open-access fiber network that allows private internet providers to deliver service over publicly owned infrastructure.
