To say this light is waterproof is an understatement. I think it's designed for deep water use and it is very well sealed with multiple greased o-rings - to the point that it's quite hard to push the parts together.
The circuitry is super-simple. Just two AA cells directly powering an LED. There is no polarity protection, so the light will only work with the batteries in one way round. That's a shame, as it would be nice to put a flickering LED or colour changing LED in, but they tend to be damaged by reverse polarity.
The simple circuit means that the intensity will start high, but gradually reduce with time as the battery voltage drops. It will potentially emit light for many hours though.
Although clearly aimed at the fishing industry, this light must have other applications that would benefit from its high water resilience. It would definitely make a great case for custom outdoor electronics. Perhaps even a cluster of indestructible tree lights.
This one came from a UK eBay seller and had the description:-
Led Flashing Lights Deep Drop Night Fish Attracting Lamp Lure Flash Light
Perhaps it is intended for use with fishing nets.
