Victoria Police Acting Under Dictation | Taking Advantage of the Victorian and Australian People

It's been brought to my attention that Victoria Police have been acting against their own Police Act. Section 51 specifically where is states that the police duties and powers are as a constable at common law. Accordingly, a constable is not meant to be directed by Government or senior police as to whom they should prosecute.

According to the LexisNexis Australian Dictionary, "A constable cannot be directed by the Government or senior police as to who he or she should prosecute. A constable's duty to enforce the law is a personal responsibility and the constable is answerable only to the law." R v Cmr of Police of the Metropolis; Ex Parte Blackburn (1968)

What about Police being set apart as authorised health officers under the PUBLIC HEALTH AND WELLBEING ACT SECT 30? Well the PUBLIC ADMINISTRATION ACT SECT 106 expressly forbids the police from being authorised health officers.
