Victrola VV-IV Governor Replacement

I have an antique Victrola VV-IV (Victrola the Fourth) 78 rpm phonograph. I was able to obtain it rather inexpensively at an auction. The VV-IV model was Victor's (The Victor Talking Machine Company) model which was the first to be widely available to the public; it was inexpensive as far as phonographs at the time went. The initial model was first producted in 1911; this particular phonograph I have here would have been made in 1916.
The Victrola VV-IV has a single spring motor which is good to play about one record before needing to be rewound. It also does not have a closable lid, which does effect the end sound.
When I first played this particular phonograph I noticed that there was a very loud "machine gun" type sound coming from the governor. The governer is the mechanism which regulates the turntable speed and it should be quiet, or at least not have a "beating" sound, which is an indication that the governor needs to be replaced.
