Finance Minister Carole James introduced her Speculation Tax Tuesday and it is pretty much as advertised after weeks of lobbying by the impacted municipalities for an opt-out clause. But there is no opt-out clause.  The Province newspaper's Michael Smyth is here with his take on the day's headlines.
