Its ultimate owner is Primavera Capital, chaired by Fred Hu, whom critics dub Red Fred for public ties to Chinese state bodies, including service in the Chinese People’s Political Consultative Conference, advisory roles to state institutions, a board seat at majority state-owned ICBC until April 2025, work helping launch China’s sovereign wealth fund, and major investment in SenseTime, which U.S. authorities have blacklisted over alleged links to surveillance abuses against Uyghurs. In 2019, China’s Ministry of Education, working with the Party’s United Front Work Department, urged building Chinese international schools overseas that project Chinese characteristics and target expatriate children. Chinese-backed buyers have snapped up U.S. campuses since 2017, including Florida Preparatory Academy and the New York Military Academy. Parents have pushed back at times, as with BASIS Brooklyn protests in 2019, while others are soothed by lower tuition and a rigorous STEM sheen. Politicians have dabbled in alarm. Florida Governor Ron DeSantis cut state scholarships to four Primavera-owned schools in 2023, and Senators Tom Cotton and Bill Cassidy flagged national security risks around Primavera’s ownership of Tutor.com, which was quietly sold in September. Beyond that, official action has been thin. Outsource classrooms to global finance, then act surprised when civics comes with a quarterly earnings call.
