Passing referenda is historically and technically difficult: only 8 out of 45 attempts to amend the Constitution have succeeded since Federation in 1901 and they require support from a majority of people in a majority of states. Yet there were high hopes, especially among Aboriginals and Torres Strait Islanders, that things could change for the better and the Voice would become law. However, the referendum failed with an average of 60% against the proposal.
