Last month the BC Utilities Commission concluded the $8.3-billion project was over budget and would not be completed on time, but to kill it now would cost the taxpayer $4-billion. Opponents of the dam have a news conference set for 9:30 this morning in Victoria, already saying the NDP is making the wrong decision.
