We once built mental hospitals because we thought it was cruel to keep imprisoning the insane. I don't know which was preferable, but I am certain that the worst solution is neither imprisonment nor insitutionalization of the out-of-control insane in our society since it is not only cruel to the insane themselves, but also to the sane who happen to cross their paths. This is our current situation.
If poverty caused crime, nuns would do drive-bys.
