Eleven people have been killed and multiple others injured after the driver of a black SUV slammed into a crowd Saturday evening at a street festival in Vancouver celebrating the Filipino Lapu-Lapu Day Block Party!
Footage has emerged of the 30 year old suspect looking dazed and confused and one clip even shows him saying sorry to be people yelling at him.
