Iain Robertson from the Atlantic Council’s Digital Forensics Research Lab talks China’s strategy on “discourse power” and the use of disinformation to instigate instability in the US, Taiwan, and the rest of the world. Robertson shares insight on the evolution of disinformation and ways to counter it.

US Commerce Department added another 38 Huawei affiliates to the Entity List to further restrict Huawei access to US technology and supply chain. On the other hand, the US Defense Industrial Base is pleading with the US government to lax the interim rule for section 889 a(1)(B) of 2019 NDAA.

On 7/16, the Court of Justice of the European Union (CJEU) declared that cross-border data flow under the EU-US Privacy Shield framework to be invalid based on rulings of Schrems II case. 今年四月下旬，美國聯邦通訊委員會 FCC作出裁定，一致通過核准美國衛星通訊公司 Ligado Networks 部署 5G 設備，但旋即受到美國參眾議院以及各部會抗議，宣稱此舉會嚴重干擾到 GPS 的使用，構成國防和飛航安全的疑慮。Ligado 案將會關乎到美國今後幾年的科技革命和國防，是目前國防業最重要的爭議。

The Federal Communications Commission (FCC)'s approval of Ligado Network's proposal to deploy 5G network in L-band spectrum has been met with fierce opposition from members of the both Senate and the House, as well as various departments across the US Government, most notably the DoD. The opposition cites possible GPS interference as a major risk of Ligado's plan. The final fate of the Ligado case will set the course for 5G revolution in national defense and in US at large.

美中冷戰下的美國兩大貿易政策: 1) 外國投資風險審核更新法，簡稱 FIRRMA，主旨是在管制中國對美國敏感產業的投資以及掏空。2) 出口管制條例 (Export Administration Regulations; EAR) 第三項禁令修正案 (Amendments to General Prohibition 3)，又稱外國製造美國科技產品規範 (Foreign-Produced Direct Product Rule)。基本上該條例限制對中國的華為公司以及任何華為的關係企業，出口晶片、積體電路等半導體相關的美國科技，切斷華為的命脈。
