The South African Local Government Association in the Western Cape held its Provincial Conference where they review the five years since the last local government elections where they look ahead to the new term under new leadership. Their conference ended yesterday and we thought to use the opportunity to look at SALGA and its functions in helping shape municipalities into giving best service to their citizens.
