Bloomington City Council


At the Bloomington City Council meeting on May 5th, the council voted to approve an Interlocal Cooperation Agreement Between the City of Bloomington and Monroe County. The agreement would create a joint Bloomington and Monroe County Human Rights Commission.

Bloomington Corporation Counsel Beth Cate shared the reasoning behind the joint commission.

Cate explained more about what was included in the agreement with the County. She also said that the agreement would at first be for a three year term which then could be evaluated, and changed as needed.

The council voted unanimously to approve the agreement.

The council also heard a similar ordinance, to amend Title 2 of the Bloomington Municipal Code Entitled Administration and Personnel. The amendment was to create the joint City-County Human Rights
Commission. Cate explained what the amendment would change.

The council approved the amendment unanimously. The Bloomington City Council will meet again on May 10th.
Monroe County Election Board

On May 4th at the Monroe County Election Board, County Clerk Nicole Browne reported on the unofficial numbers from the primary election.

Board Member David Henry thanked the clerk’s office for how the primary election went.

The board then discussed how to prepare for the hearing of David Wolfe Bender.

They established their template for the hearing, and County Legal Molly Turner King said she could look it over before the hearing.

The Monroe County Election Board will hold the hearing at their next meeting on May 18th at 1 p.m.

Today, we also have a special Dark Past-Bright Future segment ideally suited for the month of May featuring Garrett Morgan, the black inventor of the automotive traffic control light, and the story of an unsung black race car driver, Fred Patterson. Garrett Morgan was an African-American inventor who invented two very different and important things: the gas mask and the traffic signal.

During his long life, he also became one of the most recognized and respected African-Americans in the country. Frederick Douglas Patterson was the first African American to build motorized cars. The first Patterson automobile, the Patterson-Greenfield, rolled off the line on September 23, 1915.
