What Happens When Spies Can Eavesdrop on Any Conversation?

On November 17, the United States’ Office of the Director of National Intelligence (James Clapper) announced a new speech recognition initiative called ASPIRE.  ASPIRE stands for Automatic Speech Recognition in Reverberant Environments.
The goal of the initiative is for the intelligence community to improve its speech recognition capabilities in areas where acoustic quality is not optimal.  This would allow any conversation within a certain range of a “networked microphone” to be “searchable in real-time.”
