What if Congress did not pass the Federal Trade Commission Improvement Act in 1980 which effectively suspended the Commission’s children’s television advertising rule making……would the golden age of Saturday morning and after school cartoons be a thing in the 80’s? Would toys like He-Man, G.I. Joe, Transformers and ThunderCats be a thing??
