The Christian is to seek to live peaceably with his neighbors, pursuing this with diligence and faith. If peace can not be attained the fault must lie with his neighbor, not with himself. This is the burden of chapter 12 as it closes. But what about those whose wickedness is disruptive of peace- In chapter 13 the Apostle teaches you that civil government is established by God as the answer. What does God say the civil officer, the ruler, ought to do-
