Ira Shapiro talks about the dangerous partisan divide that has stopped the Senate from working, as detailed in his upcoming book, “Broken: Can the Senate Save Itself and the Country?” Republicans and Democrats may fundamentally disagree on an either/or issue like abortion, but why can’t they work together on a bill for better infrastructure? “Total partisanship has diminished our ability to work things out,” Shapiro says.
