In the late 19th century, Seattle had a serious problem with sewage and drainage. To fix this, the city decided to raise its streets, creating a network of underground tunnels and passageways beneath the city. However, these tunnels eventually became a haven for criminals, bootleggers, and rats, and were eventually abandoned.
