Titus was left in Crete by Paul to “set in order the things that are lacking, and appoint elders in every city” (Titus 1:5). We see that it is God’s will that elders be appointed in every church, and that a church without elders is “lacking.” What should be the attitude of a congregation lacking in this area, and what, if any, actions should be taken toward the goal of an eldership?
