Where does negative perception of China come from?

Recently, I saw a report:  a foreign media reporter went to Xinjiang for an interview. A family was holding a solemn funeral, but the reporter wanted to forcibly do an interview and stepped on others’ cemeteries. It caused resentment and the family reported it to the police. Moreover, when he was shown an actual prison, the reports came out as "education and training centers." 

So, the organisers in Xinjiang asked the reporter, I shown you everything and 
the communication with the interviewees was also very smooth, why did the media story come out completely differently? 

The foreign reporter explained the reason: "I have my boss."
