Sometimes I think about a question, why the United States did not start a big trade war with China until 2018, and send a bunch of Chinese companies to the entity list? Don’t the Americans realize it’s a bit late?
This is a puzzling question. Why didn’t the United States start earlier?
For an organization, the longest phase is the "consensus formation" phase, because everyone in the organization has different perceptions.
