Is there a means or need to check the people authority?

I think history would indicate pretty clearly that ceding complete authority to a person or group becomes problematic quickly when there are no checks on that authority. Of course, if we’re going to try to circumvent those problems, we have to address the classic question: who watches the watchmen?
