In the 2nd chapter of Joel, he is allowing God to speak through him. Joel is giving God's message about judgement. God explains the locusts, which was the attack on the harvest. But there is redemption and hope because God replenishes the crop! If you are discouraged, let God encourage you with this message. Be blessed by His word.
