His legacy has gone down with the great cowboy heroes of the Wild-West like Wild Bill Hickok and Jesse James. But this criminal divided the nation into two separate groups. Farmers hailed him as the “Sagebrush Robin Hood” and their champion, while the F.B.I. labeled him Public Enemy no. 1.
