Michael Livingston reports on last night’s meeting of the Salem City Council, which included a report on the first year of the city’s Homeless Rental Assistance Program (HRAP), a proposal to use $2 million in urban renewal funds to make up part of the funding gap for the new Salem police facility caused by rising labor and material costs and the adoption of modifications to the building height requirements of the State Street Corridor Plan adopted by the Council just two weeks ago.
