The Willard City Council approved an ordinance Thursday revising the section of city code that defines the powers and duties of the city manager, formally outlining how adminis­trative authority operates within city government. Willard City Attorney Amy Hugie said the amendment “clean[s] up some of the language” in the city manager sec­tion of the code and clarifies that the manager supervises city employees.
